The center lake area is the heart of Hefei New Municipal And Culture District and is one key factor of the overall development. The whole plot surrounding Swan Lake covers an area of 350ha that can be called the most natural landscape in the new development of Hefei. Due to the large size and multiple use requirements nearby the lake, the overall scheme shall give good organization and arrangement of different landscape elements along the lake. Through clear idea of planning and humanized environmental design, a healthy life in a humanized atmosphere is created, maximizing all the benefits of society, environment and economy.

People-oriented: Humans are the protagonist of environment, water and landscape, while the environment is the carrier of humans' different activities and emotional needs.

Sense of place: The unity of space, humans' activities and emotional needs bring a sense of safety and a sense of satisfaction.

Recognizable: Constructing recognizable space with different characteristics and varying size is an important method of confirming and enhancing the sense of place as well as creating a sense of belonging.

Participation: Infusing experience into space is a place-making method that showcases the organic relation of relative areas beyond their functions.

The overall scheme reflects how to reasonably arrange the height and the possible lakeside activities as well as the traffic organization nearby. Different feelings are created via an esplanade, central lake fountain, wharf, panoramic park and plaza, big lawn, open space, amphitheater as well as marshland and dense groves around the lake. Passing through lawn and marshland is a water tower and a path to wharf which play a good role in guiding and well connect different activity space.
